This study uses the SWOT-QSPM approach as the basis for making alternative strategies. SWOT analysis is carried out using the IFE (Internal Factor Evaluation) matrix which describes the company's strengths and weaknesses and the EFE (External Factor Evaluation) matrix which describes the company's opportunities and threats and the IE (Internal External) matrix which shows the company's current position. . The results of the Internal – External analysis show that the strategy improvement that has been carried out has not been based on the potential and opportunities it has. With QSPM Analysis, to accelerate the achievement of the Zero Waste Program is to carry out a partnership strategy.
