But there have been instances by the virtue of creation of the term ‘authority’ by the process of legislation, which creates ambiguity in the understanding of the term ‘State’ under Article 12 of the Constitution and ‘Public Authority’ under Right to Information Act, 2005. This paper is an attempt in this direction, wherein the debate over the term has been analysed for academic understanding.
